Hybrid working arrangements can evolve subject to business requirements.Spotlight session: 30th April 9:30 – 10:30 Teams LinkRole OverviewThis role leads the successful project management of Pan – TfL Change projects or works supporting Programme Managers on large and complex programmes. The role will drive the design and implementation of change, ensuring delivery and tracking of the project/programme benefits to increase efficiency and effectiveness of the TfL operating model and contribute towards TfL’s overall savings targets.The Change Project Manager will develop and manage the plan and project structure to throughout the change lifecycle, working with the Portfolio Office to ensure the application of programme management best practice e.g. robust management of risks, issues, and dependencies. In a fast moving and ambiguous environment, Change Project Managers are required to bring structure, focus and clarity and to ensure project scope is planned and implemented successfully, in support of the business case.Key AccountabilitiesLead on development of the plan for design, and implementation of change projectsResponsible for the delivery of change projects as outlined in the programme scope and business caseEnsure delivery of programmes to time, cost and quality – in accordance with the TfL PPM Methodology and relevant corporate standardsDevelop and put in place the project structure, governance and robust project management and reporting, utilising templates provided by the Portfolio OfficeAct in a supporting role to the Programme Manager on large and complex programmesSupport the development of robust programme business cases, working alongside the Change Design Team. Ensure projects have clearly defined and measurable business cases, with credible plans in place to deliver these, and ensure that these benefits are realised through the project deliveryIdentify, track, monitor and report on progress, risk, issues and dependencies to relevant boards, stakeholders and others as required and escalate unresolved issues, ensuring stakeholder understandingEnsure key stakeholders are kept informed and engaged with key programme products and outputs, such as the business case, RAID log etc.Proactively develop positive working relationships with other key stakeholders (e.g. Business Owners, SME’s, End Users) to ensure business/user perspective is factored into programme scoping, design and delivery approachPlay an active role in the Pan-TfL Change Team and building the change profession, fostering a collaborative and inclusive team cultureAccountable for people leadership of of Assistant Change Project Managers – where applicableSkillsSkills, Knowledge and Experience Expertise in project management including understanding of project scoping and design, project planning, risk, issue and dependency management, resource planning & forecasting, financial management and analysis and reportingStrong ability to plan and deliver change projects in a large organisation and successfully achieve defined benefitsAbility to build working relationships and communicate effectively, both orally and in writing, with people at all levels across the organisation and externallyStrong stakeholder communication and negotiation skills KnowledgeRecognised project management qualificationStrong knowledge of programme and project management and change management tools, techniques, and methodologiesExcellent knowledge of risk, issue, and dependency managementKnowledge of TfL’s Programme & Project Management MethodologyGood understanding of the development of business cases and tracking of benefits realisation ExperienceBroad experience of a variety of project management methodologies and toolsExperience of influencing, negotiating with, and providing challenge to senior stakeholdersExperience of resolving and escalating risks, issues, and conflicts as necessary within a complex change portfolioExperience of managing suppliers and contractors, assuring quality, and ensuring value for moneySome experience in project managing complex business change.
