About The Role
Nottingham City Council’s Enviroenergy service is seeking a Regulatory Compliance Specialist to play a pivotal role in ensuring our district heating operations meet current and emerging regulatory requirements.
This is a key specialist position with responsibility for interpreting complex heat network legislation and translating it into practical, workable arrangements across the organisation. You will be the central point of expertise on heat network regulation, including Ofgem’s consumer protection framework and the forthcoming Heat Network Technical Assurance Standards (HNTAS).
Working closely with senior leaders, technical teams and operational colleagues, you will provide clear guidance on regulatory obligations, develop and maintain internal policies, and lead compliance monitoring and audit activity. You will also design and deliver training to ensure teams understand their responsibilities and can confidently operate within a regulated environment.
The role involves regular engagement with external bodies such as Ofgem and industry assurance schemes, helping Enviroenergy remain informed, compliant and proactive as regulation continues to evolve. You will support the organisation in responding to regulatory change, addressing compliance issues where they arise, and embedding continuous improvement across services.
This is an opportunity to influence how a large local authority heat network operates in a newly regulated landscape, helping to protect customers, support decarbonisation objectives and ensure high standards of service delivery.
