Main duties of the job
Responsible for conducting and leading highly complex and sensitive negotiations with Health Organisations (Trusts, Foundation Trusts and Clinical Commissioning Groups), to negotiate contracts for patients treated outside of BCU and for patients treated by BCU. This is extremely contentious and requires excellent and finely-tuned communication and negotiation skills, alongside highly specialist and advanced financial knowledge of contracting and pricing.
Working alongside Executive and Clinical Leaders within and outside of the Health Board, this requires a very senior accountant with the highest level of finance skills experience, professional standing and personal effectiveness and credibility to deliver the role. The postholder will represent the Health Board on external meetings and networks and be the professional lead for Contract Finance
The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

Detailed Job Description And Main Responsibilities
The postholder will play a key role in the strategic planning, sourcing and delivery of additional clinical capacity required to ensure the Health Board can deliver safe quality services to patients, working closely with senior operational and clinical colleagues to ensure due process is followed through the planning, procurement, evaluation implementation and ongoing monitoring. Ensuring reliable and robust systems / processes are implemented to ensure safe transfer and tracking of patients to and from providers and once treated activity is validated for payment in accordance with contractual and finance frameworks.
Ensures all contract expenditure is correctly and appropriately recorded and accounted for in line with legal and statutory accounting guidelines, procedures and timescales, and that all relevant notes and supporting documents are completed as part of the Welsh Government Statutory NHS Accounts and monthly Monitoring Returns, through the completion of own work and through the supervision and coordination of the work of others.
