About The TeamThe Digital and Technology Service is an essential enabler to the Force, ensuring that key digital and technology solutions upon which the force relies, are maintained and operational to high and resilient standards.About The RoleThe Head of Technology Change, on behalf of the City of London Police will be responsible for leading and managing the delivery of IT enabled change to the force, enabling new capability. The role will work across the business to drive programmes and projects to change the organisation when and where required in line with agreed business plans.Working with the Director of Digital and Technology, the role will facilitate the development and ongoing management of the technology change portfolio.ResponsibilitiesIn this role, you will be:Work alongside lead officers in relevant business areas to ensure that project and programme outcomes are owned within the service areas.Development of the vision and strategy, business cases for the desired organisational outcomes, evaluation of the current technology and the business processes that support the roadmap for change, planning activities and the management of governance to achieve the outcomes.Manage any budget assigned for technology change aspects of projects. Monitoring the expenditures and costs against benefits as projects progress and reporting progress of the portfolio at regular intervals to the Director of Digital and Technology.Prepare reports for Senior Officers and Members, presenting complex ideas and programmes in a form that is consumable to the audience and uses plain language; ensure reports are signed off before submission to Programme Board, Chief Officers and Committee governance boards.Day-to-day management of the technology change resource utilised by change projects to ensure successful delivery of new capabilities.RequirementsYour application will be scored against the criteria listed below for shortlisting. Please ensure that you reference your ability, knowledge and experience against these points in your applicationFor this role, we need you to have experience of:Monitoring and managing programme budgets and providing a range of reports (including financial) to senior stakeholders and boards/committees.Experience of managing senior stakeholder relationships and delivering effective communications through a variety of channels – adapting styles and approach as appropriate.Managing Successful Programmes Practitioner Qualification, or similar with several years’ experience leading and managing complex programmes of change and successful delivery of outcomes and benefits.Experience of resource management within a portfolio environment, including experience of using blended teams with internal, contract and 3rd party supplier resources.Excellent written and oral communication and presentation skills and an ability to present complex information to a variety of audiences clearly and concisely and to successfully engage key stakeholders on what may be complex, politically sensitive or contentious matters.This vacancy is open only to those who have the right to work in the UK.
